Knoxville just passed a new ordinance that allows for a $50 fine if you get busted passing a cyclist without having the mandated 3 feet between the car and the bike rider. KPD is already looking at new radar technology to help them enforce this law. Bike lanes aren't particularly prevalent around Knoxville, but biking is on the rise, so this ordinance seems to make sense. Just remember, next time you are in a rush to pass a cyclist give them 3 feet or you're liable to lose both time and money. Got a needle? Speak up
A new law went into effect July 1st that changes policy regarding hypodermic needles as drug paraphernalia. In an effort to protect officers from needle sticks that occur during a search, the legislature is now giving an incentive for those being searched to speak up. As long as you inform the officer that you have needles on your person or in your car prior to the search, you won't be charged with possession of drug paraphernalia. Alas, this does not apply to other types of paraphernalia, like pipes. It also doesn't provide you any protection from any drugs that may be present in the syringe. It will be interesting to see if this law pans out in practice and the implications it will have on probable cause.
